Francis Phillip Tullier Sexual Predator

There was no other way to say it. He, Francis Phillip Tullier was castrated (penis removal) in order to reduce his sentencing for the molestation of many girls ranging in age 6-12. This action is considered (Voluntary) and though some pedophiles/rapists opt for chemical castration, Tullier claims that he didn’t want that procedure done. He supposedly has a “higher calling” and wanted to ensure that he couldn’t harm any more little girls. Question is, Does it take a penis for a man to violate a girl sexually? Is the only way a child can be raped involve sexual penetration?
Well, if you ask some victims, just a touch or a look from the wrong man can send them away with shivers and nightmares to come for a long time. Why are we letting this man out so early?

Does this do anything for his victims who had the hope that he would die behind bars? We could imagine that it would indeed bring back the pain and misery that they endured initially. These children could once again have to relive him. Once again, it is the denial of the feminine rights in this country that allows so many girls to grow up as victims and become women who were systematically taught that men are the divine creature and the supreme being. It once again reiterates that a woman/girls cries are never heard, ultimately the female has lost her voice. In all respects to this story, there is absolutely nothing that can be done to ensure that this animal never touches another child other than he be locked up for the remainder of his life. He will walk the streets, he will see other little girls, he will be tempted to touch. He doesn’t have to have his member to inflict pain on another person. As far as most people are concerned, rapists and pedophiles should be castrated automatically and serve their term to it’s fullest. Having him in some database which is supposed to serve as some humiliation device serves no purpose. Many companies don’t go through the trouble of doing a full background check. Also, there are many organizations that claim to rehabilitate these people and actually help them find jobs. That is ultimately what’s wrong with this system.
We will continue to have these sorts of people commit these crimes because they know, a few years behind bars, the removal of their penis, putting their name on the board, (pardon me) their name in the database, and they are home free. Have you ever looked into the eyes of a child who was raped? Have you checked their story? Have you bothered to follow them from the point they were violated and into their adult years? You ask many drug abusers and prostitutes, and you will find, so many of them were sexually assaulted. It’s not to say that everyone who used drugs was abused, but the results aren’t deniable. A convicted 78-year-old pedophile in Louisiana volunteered to be castrated so he could be released from prison early.

Francis Phillip Tullier was sentenced to 27 years behind bars in 1999 after admitting to molesting three girls between the ages of 6 and 12 on several hundred occasions.

Now the West Baton Rouge Parish resident will cut his prison sentence in half and is scheduled to be released next week.

Tullier’s lawyer, Nathan Fisher, told the Advocate newspaper that his client decided to go under the knife because he didn’t want to die in jail for crimes he committed in the 1970s and 1980s.

“They had enough to send him up for two or three life sentences,” Fisher said. “He had no chance of getting out of prison unless we did something unusual.”

He added, “I didn’t want chemical castration, I wanted the whole deal. The victims probably weren’t happy, but I’m not representing them. It took a lot of discussion, it wasn’t something done on a whim.”

The operation took 10 minutes and was paid for by Tullier. The surgery was delayed for years because he was dealing with other medical issues.

In October, Tullier was reluctant to go through the procedure. “I lost my house, I lost my wife and now y’all trying to take my manhood.”

According to court transcripts, the judge replied, “It’s time to give Caesar what Caesar is owed.”

On the condition of release, Tullier will have to register as a sex offender.

Castration of sex offenders is legal in eight states. Louisiana Gov. Bobby Jidndal signed a bill in 2008 sanctioning the procedure
